. Division II took the following actions at its January 14 business session in Nashville:
Proposal No. 1 – To establish a process for a conference of at least six active members desiring to attain voting conference status. Effective date: Immediate. Action: Approved by paddle vote as part of a consent package. Proposal No. 2 -- To establish a process for a conference with fewer than six active members desiring to attain voting conference status. Effective date: Immediate. Action: Approved by paddle vote as part of a consent package. Proposal No. 3 – To establish a pilot program to allow Canadian institutions to join the Division II membership. Effective date: Immediate. Action: Approved by roll-call vote (258-9-2). Proposal No. 4 – To not permit text and instant messaging to recruits until after they have signed a National Letter of Intent or received a written offer of admission or athletics aid from the institution. Effective date: August 1, 2008. Action: Approved by roll-call vote (247-23). Proposal No. 5 (as amended by Proposal No. 5-1) – To establish certification requirements for male students who practice with women’s teams. Effective date: August 1, 2008. Action: Approved by roll-call vote (237-27-3) Proposal No. 5-1 – To amend Proposal No. 5 to require males who practice with women’s teams to be certified for eligibility in the same manner as female student-athletes. Effective date: Immediate. Action: Approved by roll-call vote (251-19). Proposal No. 6 – To establish an early certification process for qualifiers. Effective date: Immediate (for those students first enrolling on or after August 1, 2008). Action: Effective date approved by paddle vote; merits approved by roll-call vote (268-1). Proposal No. 7 –To increase the number of core courses required to establish initial eligibility from 14 to 16, effective with the entering class of 2013. Effective date: August 1, 2013. Action: Approved by roll-call vote (238-31). Proposal No. 8 –To permit more than one group of student-athletes (with restrictions based on the starting squad size) from the same team to participate in skill instruction in different facilities at the same time. Effective date: August 1, 2008. Action: Approved by roll-call vote (237-29-1). Proposal No. 9 – To revise the Division II philosophy statement to align with the strategic-positioning platform. Effective date: August 1, 2008. Action: Approved by roll-call vote (263-0-1). Proposal No. 10 – To require institutions to submit Academic Performance Census data. Effective date: August 1, 2008; however, institutions will be required to submit data from the 2006-07 and 2007-08 academic years during the first year of disclosure. Action: Approved by roll-call vote (249-16-3) Proposal No. 11 – Specifying that an institution must notify a student-athlete within 14 calendar days of its decision to deny a student-athlete’s request under transfer and financial aid regulations. Effective date: August 1, 2008. Action: Approved by paddle vote. Proposal No. 12 – Establishing provisions for notification of NCAA initial-eligibility standards to prospective student-athletes. Effective date: August 1, 2008. Action: Approved by paddle vote. Proposal No. 13 – Establishing provisions for electronic media materials to prospects. Effective date: Immediate. Action: Approved by paddle vote. Proposal No. 14 – Establishing production parameters for video/audio recruiting materials. Action: Rendered moot by the adoption of Proposal No. 13. Proposal No. 15 – To specify regulations regarding the administration of medical examinations. Action: Defeated by roll-call vote (61-204-4). Proposal No. 16 – Establishing a 14-day grace period for student-athletes who try out to complete the NCAA Drug-Testing Consent Form. Effective date: August 1, 2008. Action: Approved by paddle vote. Proposal No. 17 – To specify that a student-athlete may be granted an additional season of competition when, because of a coach’s documented misunderstanding of the legislation, the student-athlete, while eligible, participated in competition. Effective date: August 1, 2008. Action: Approved by paddle vote. Proposal No. 18 – Establishing regulations on countable athletically related activities around exam periods. Effective date: August 1, 2008. Action: Approved by paddle vote. Proposal No. 19 – Establishing the Friday nearest October 15 as the first on-court practice dates in basketball. Action: Defeated by paddle vote. Proposal No. 20 – Establishing the second Friday in November as the earliest date for the first contest in basketball. Action: Defeated by roll-call vote (89-177-2). Proposal No. 21 – Allowing the Division II Tip-Off Classic to be played beginning on the Friday immediately preceding November 1 in calendar years when November 1 falls on a Saturday, Sunday or Monday. Effective date: August 1, 2008. Action: Approved by paddle vote.
